I found a really neat reference guide for vimsh and vmware-vim-cmd on xtravirt's website.  The main one is called out as for 3.5 but mostly works for 4.0.

Is there any relationship  between vmware-vim-cmd and the vmware-cmd command?  It states that the vmware-vim-cmd is an update to the vimsh command.

No, these are unrelated.  vmware-cmd is a command for manipulating Virtual Machines such as turning them on and off.  vmware-vim-cmd is a wrapper for the vimsh command that allows you to shell into the kernel to change all manner of parameters.  With these commands, you can do far more than what you can with just the vicfg-xxx series of commands.  Take a look at the first document listed at the link I posted and you will get an idea of the power of vimsh.
